IAS Harleen Kaur bagged “Best Electoral Practices Awards-2020”

In India, the election is celebrated as the ‘Festival of Democracy’. Here everyone actively participates in it; managing election here is a challenging task.  Delhi has approx 1 crore 30 lakh voters which means the election process for such a humongous population would be eminently tough for the Election Commission of India and the administration. To handle an election where a lot of people and their efforts take place and to handle such big events and such big teams one needs a great leader who can lead the team from the front and manages the responsibility masterly.

District election officer of south-east Delhi Harleen Kaur won the “Best Electoral Practices Award 2020” for managing Delhi assembly elections 2020 in a systematic way. She handled the Delhi election with so ease and that too at a time when Delhi was going through some tough time. A lot of protests were taking place and the political scenario was so heated up. At that phase conducting elections was a tough task, but Harleen Kaur manages the election efficiently by planning and executing the basic idea of a hassle-free voting system for voters.

Harleen Kaur was leading the election for the south-east district. With her ability and vision, she made a plan to execute the election hassle-free. She took the responsibility and came up with three major steps to conduct the election with utmost fairness.

Harleen Kaur’s three major steps-

·        Specialized Training Program for polling parties – Polling parties are the person who interacts with the voters and manages the free flow of the election process. According to DM Harleen Kaur, “They are the people who are at the cutting edge of the conduct of the election so they have to be highly trained.” The specialized training program was organized, and that was attended by 7000 polling persons of the south-east district. The whole process of training and systematic management of election was showcased exceptionally well in the documentary film “Loktantra Ke Sipahi Aur Unka Prashikshan” the film was directed by Sidhant “Saheb Ji” and well received by the audience because of impactful projection of the whole process.

·         Providing Ease to The Polling PartiesFor the very first time, EVM and VVPAT have been dispatched one day before the election. The sole purpose of dispatching EVM and VVPAT a day before is to make the process less tiring for the polling parties, they are the ones who are going to work on the field the whole day, so they need to be well-rested and be more fresh and efficient on the polling day.

·         Peaceful Polling Management At Okhla ConstituencyAt the time of the election, Shaheen Bagh (area under Okhla constituency) people of this area were protesting against the Citizen Amendment Act. Women and men of that area used to sit their whole day protesting and they were not ready to move from there. Conducting an election in such a sensitive area was a tough task but Harleen Kaur managed to conduct the election in that area that too with the good strength of voters.

Harleen Kaur with her plans and her ability to lead  manages the elections without any issue or any problem and her management of this election lead her to win “Best Electoral Practices Awards-2020”
